On our latest utility bill, we were listed as a -400 cubic feet water usage. (April is the month they stop estimating and start reading again. Last month at this time, we had a 0 cubic foot listing) They refunded the water charge, but we still had the monthly "Customer Service Charge". On top of that, we paid a 4% City utility fee. We paid $6.10 for -400 cubic feet of water. We also continue to pay $11 for the sewer service...
